Editor’s note: Voters have amended the Texas Constitution 517 times since 1876, and they will get the chance again Nov. 7. This is the 14th of a series of Tribune-Herald articles examining the intention and implications of the 14 amendments on the ballot.

A proposition to create the biggest park acquisition fund in Texas history comes to Texas voters Nov. 7 after winning backing from lawmakers across the political spectrum.

Proposition 14 would amend the Texas Constitution to create a dedicated Texas Centennial Park Fund, primed with $1 billion from Texas’ budget surplus.

If approved, Texas Parks and Wildlife Department would administer the endowment fund and would be empowered to spend money to buy sites for new parks without legislative approval…
